It refers to an accidental confession of the then MP Chief Minister Arjun Singh that he had to ensure bail of the then Union Carbide Chief Warren Anderson under pressure of Union Home Ministry then headed by P.V. Narasimha Rao as Union Home Minister after unfortunate Bhopal Gas tragedy in December 1984. It is the most convenient for Arjun Singh to put entire blame on a dead person who had bitter relations with Arjun Singh.
