Counter-Terror Measures Let the Truth Prevail

That democracy in India has been in peril for decades as the neo-fascists have been onto the Machiavellian path quite brazenly and steadily is nothing new. What is new is the revelation that some government agency was allegedly behind the staging of Parliament attack and 26/11. It is indeed shocking as India Times terms it in its 14 June report.  This revelation, as the report apprehends, is bound to escalate the already vicious fight between the CBI and the IB over the Ishrat Jahan fake encounter case.

This revelation is right from the horse’s mouth. Citing Satish Verma, who until recently was a part of the CBI-SIT probe team in the Ishrat Jahan encounter case, Mr. R.V.S. Mani, former Under Secretary in the Union Home Ministry, said in an affidavit submitted to the court that both the terror attacks were staged “with the objective of strengthening the counter-terror legislations”. Verma told Mani that “the 13.12. 2001 (attack on Parliament) was followed by Pota (Prevention of Terrorist Activities Act) and 26.11.2008 (terrorists’ siege of Mumbai) was followed by amendment to the UAPA (Unlawful Activities Prevention Act).” According to Mani, the charge was levelled by Verma in Gandhinagar on 22 June while questioning him about the two home ministry affidavits in the alleged encounter case.

Giving the context in which Verma allegedly levelled this serious and damaging charge against the government, Mani said that Verma, while questioning him, had raised doubts about the genuineness of IB’s counter-terror input. The IPS officer doubted the input saying the Home Ministry’s first affidavit was actually drafted after the encounter by IB officer Rajinder Kumar, who looked after IB’s operations in Gujarat at the time of Ishrat Jahan “encounter” and now runs the serious risk of being chargesheeted by the CBI for hatching the conspiracy behind the alleged staged killings.

Satish Verma, a Gujarat cadre IPS officer, who after being relieved from the SIT, is working as principal of the Junagadh Police Training College. Political analysts allege that Verma, like other honest police officers including R.B. Sreekumar, has been ‘punished’ for his straightforward approach that in most cases goes against the Gujarat Chief Minister Narendra Modi and his government.

The Government is likely to counter this palpably damaging revelation. But if the IPS officer succeeds in proving what he claims to be true, this revelation would go a long way in turning the tables of counter-terror measures in the country. Let us see how the civil society, including human rights activists, and the Government take this revelation. We only wish that truth prevails and justice is done to the victims of these staged encounters.
